Extension of the IT notification tool

Brief description
An existing system for distributing IT notifications is to be expanded to include options for sending notifications to defined computer names or name ranges in addition to the already implemented option for notifying defined IP ranges (corresponding to the company locations). This is to ensure a more targeted distribution of information.
Supplement
The adjustments require extensions to the data model used to store relevant information. Furthermore, functionalities for the central allocation of registered clients to newly defined recipient groups are planned, which are used for sending SignalR push notifications. The intranet administration application used to define the IT notifications and their allocation to target computers is not to be adapted by the extension work.
