Support of the reporting & review process for the controllability check acc. to Sect 12 Par. 2b EnWG
Brief description
The amendment to the Energy Industry Act (EnWG) of February 2025 stipulates, according to Section 12, Paragraph 2b of the EnWG, that a so-called controllability check must be conducted annually by the connecting grid operator for electricity storage facilities and power generation plants with an installed capacity of > 100 kW. The results of the controllability check must be verified by the immediately upstream grid operator, and the responsible transmission system operators must report the collected results to the Federal Network Agency (BNetzA) and the Federal Ministry for Economic Affairs and Enegry (BMWE). This process will take place annually starting in 2025. In close cooperation with the customer, one of the responsible transmission system operators, PTA will design all necessary extensions to the customer's existing portal to support the complete reporting process and fulfill the reporting obligations, and will implement the resulting system change requirements on time.

The processing is carried out by the transmission system operator (TSO) using a Java-based, distributed application with the Apache TomEE Application Server and Oracle as the database, and by its customers within its Internet web portal using the Apache Tomcat web server and also Oracle as the database.
Subject description
According to the Energy Industry Act (EnWG), a transmission system operator (TSO) has primary reporting obligations with regard to the introduced controllability check process. This means that it must collect the results of the audits of the connecting system operators in its control area and forward them collectively to the responsible authorities (Federal Network Agency and Federal Ministry for Economic Affairs and Energy). The transmission system operator must provide a portal through which the connecting system operators can report the results. Furthermore, the upstream system operators must be able to use it to perform the required plausibility check.
