Electronic signature for online and offline mode

Brief description
Enhancement of the existing interface for the agency management and information system to include the electronic signature. Enhancement of the existing offline version and introduction of a new web-based version.

When the new web-based version was introduced, it was important to note that the offline and online versions had to access the same updated basic COM components, for technical reasons. One reason is to ensure that the dialogs in both versions always have the same GUI design at the same time and that they offer a similar workflow and the same asymmetric encoding.

The conceptual design was expected to fulfill legal issues, design aspects and the requirements for auditing-compliant signature storage, in particular.
