Software selection for social and youth welfare

Brief description
A target conceptual design is created in order to replace a batch-oriented method for processing social and youth welfare, and this design forms the basis for choosing a dialog method.
Supplement
After comparing various solutions from other municipalities and examining the standard software PROSOZ, a method based on CICS and COBOL as used by the district of Hanover is proposed.
Subject description
The functional requirements are based on the legal regulations in the BSHG (Federal Social Assistance Act). Support is required for work in various specialist fields of youth and social welfare.
